Hi! I'm experiencing some issues with Forza Horizon 5.
The game stutters occasionally, which is affecting the experience.
If anyone needs my PC details, they are:
CPU: AMD Ryzen 5 2600
GPU: GTX 1050 TI
RAM: 8 GB
I'm not referring to severe lag that makes it impossible to play, but rather a pattern of around 60 fps followed by sudden drops to 1 FPS and then back up to 60 fps.
It's not a major problem, but it disrupts the gameplay.

This step by step in order (read till end):

Disconnect from internet
Remove the GPU driver using DDU (clean carefully, do not restart)
Uninstall all processors (must be done, should be 12 on your system, also when prompted to restart)

Also, check the chipset driver/software in the control panel (if none exists, skip that step)
Restart the PC to BIOS, update the motherboard BIOS to the latest version, then after installation, return to BIOS and select default or optimized settings. Look for AMD SVM and IOMMU options, enable them (if only auto is available, leave as auto), then set your XMP/Manual OC and PBO/XFR, save, and exit.
Boot into Windows and install the newest chipset driver on the motherboard web page (should be 3.10.22). Restart and ensure in the power plan, AMD Ryzen balanced is selected, then reconnect to the internet.
Install the most recent GPU driver.
*Perform all actions offline until the reboot after installing the chipset driver, and you may restart to BIOS afterward to apply XMP (and any previous settings). Save the required files before proceeding to step 1, follow the instructions carefully.*
Run cmd as administrator, then execute chkdsk /x /f /r, followed by sfc /scannow.
Check for Windows updates (optional) and install them unless the chipset is included in the optional update.
It would be wise to upgrade your RAM to something like 16GB at 3600MHz. This will allow enabling XMP and reducing the speed to 3466 or 3200. If you wish to adjust timing settings at lower speeds such as 3466 or 3200, provide details about your RAM model—if it’s Corsair, refer to the verification in the RAM sticker; otherwise, consult the burner report and note the readings.

Your CPU is slightly faster than the recommended R 5 1500X,

...but it is likely bottlenecked by having to wait for the GPU to catch up to the rendering data it sends it, at least in games beyond the 1550 Tis's capabilities anyway. This is probably why you have those huge frame drops. This would be the case even at lowest graphics settings, which is what Minimum requirements are based on.
Ryzen CPUs, especially older models, also need at least 3200 speed RAM to work at their best, but what's really holding back the CPU most in that game is the slow GPU.
Lastly, if you should decide you want to upgrade your GPU, just make sure you have (or get) a PSU that can handle it. You didn't even put your PSU in your listed system specs.

I don't suggest userbenchmark as it lacks accuracy. 970 remains playable in the game. For that title, based on my experience, having 8GB of RAM is already challenging. Adding an SSD would help, as the page file becomes more responsive. With a Ryzen processor, updating the BIOS to Agesa 1.2.0.3 if available—or the newest version, ensuring it's not Agesa 1.2.0.4—would be ideal. It also needs at least 2x8GB above 3000MHz. For the 1500X, running the latest Agesa 1.2.0.3 could allow up to 3200 CL16, or even higher, as silicon performance plays a role.

I didn't say the 970 couldn't handle it without issues—just that the 1550 Ti could. I also don't agree with your view on UBM, but I won't waste time arguing about it.
