You can create a bootable drive from the installer but that does require downloading. If you are asking about using the installed windows files to somehow copy over to another PC then I doubt that there is a way. An Installer and the Windows it self is very different.
Question the feasibility... Simply download the Windows 10 media creation utility from Microsoft's website and select the option to install an ISO file.
Microsoft provides a solution for this. You'll require internet connectivity because it fetches information online. It generates standard USB bootable Windows 10 media with recovery options included.
It would be a really slow download due to poor internet connection.
I believe that's the only option. Perhaps you could visit a friend's place and take over their internet connection for a short time, right?
