You should set the static IP on the router or Windows Network Sharing Center, not on the server itself.

Locally, static IP addresses are only offered via the business network. If you need one, configure it using the router.

You can configure the LAN IP through the device directly or via a router's DHCP server. For virtual machines, if they're using a Pi Hole setup, they require a fixed address. The way VMs manage IPs isn't clear to me, but I'm not sure about their handling of network settings. If you need a WAN IP, contact your ISP.
