When attempting to launch OptiFine as a .jar file, it only launches a CMD window without further action. To ensure proper functionality, you should use the official OptiFine installation method instead.

Make sure to run it in a Java environment, likely by right-clicking and selecting Java runtime.

When using a zip file app such as 7-zip or Winrar, it might interfere. Remove the program and ensure you have the latest java version before reinstalling optifine.

You may attempt executing it via the command line with "java -jar optifine.jar".

Run it to set up, and for installation, double-click the setup file, which is a .jar

They don't do that. You place the .jar file in a mod directory and direct the MC launcher to it.

Yeah, the mod folder isn't there unless you install something like Forge, which also comes as a .jar file.

The %appdata folder contains Minecraft, which is a mod directory.
Locating the Minecraft mods folder
On Windows: use Start / Run / %appdata% or enter %appdata% in the Explorer's location field, then access Minecraft.
