So I own a new CPU that's overheating, some recommended changes were to adjust Vcore or the CPU voltage. In my BIOS I only see Memory voltage which isn't adjustable. I have an Intel dh55tc motherboard and have applied the newest update from the Intel site.

It appears from many online discussions that this board doesn't support changing the vcore value, even with the newest BIOS updates. However, if your CPU is overheating, there are more effective alternatives than reducing vcore—which might cause instability. You could clean or replace the thermal paste, upgrade to a higher-quality third-party cooler, or enhance airflow in your case. Vcore becomes relevant mainly during overclocking, which you likely don't intend to do.
