I believe you already possess the maximum you can obtain, but adding a quicker 16x2 GB of RAM might assist. If you still face issues, it's likely the game isn't feasible for 2021.
I don't have information about your monitor, but does it support 200 Hz?

You reduced your graphics options then. I managed to achieve around 100+ frames per second at low settings @1440p using an RX 580, which seems feasible.
