Hi All,
I'm seeking a method to preserve personal settings in Windows, like pinned shortcuts on the taskbar, auto screen off time, file explorer quick access, and a pinned Start Menu. I just need to back up the settings, not the installed programs. Thanks.

User Profile on Windows will retain certain information. You might need to visit the browser separately to save additional items like bookmarks. For Chrome (example): https://www.lifewire.com/how-to-backup-c...ks-4587272 Edge: https://www.maketecheasier.com/impo...ith the Favorites bar page, “Save” to keep it.

Regarding pinned items:
Taskbar items:

Start Menu items:
https://www.thewindowsclub.com/backup-an...start-menu
Explorer Quick Access:

Regarding the screen timeout:

I believe a Microsoft Account can back a lot of these up, but otherwise it looks like everything you want will have to take some digging around in either the Microsoft folder somewhere in AppData or in the registry.
If this is something you do often, I'd recommend looking into scripting to automate this.
