Where exactly did you purchase this item? It seems unusual that it's marked as not for resale, especially with those markings on the pads—it looks like something might be wrong. If it's damaged, it could just be a smudge; otherwise, you might try installing it into the motherboard to test.

It might be nothing, but the best way to confirm is testing it on a motherboard and checking if it powers up. This seems to relate to the case badge, not the CPU specifically. My guess could be off, as I usually ignore those details when unpacking, but that's my idea.

Consensus reached – you won’t realize until you give it a try. The spots don’t show any burning marks yet. If it’s accessible, using a product like Brasso can refresh these pin contact areas, improving their appearance. Sometimes simply touching them causes discoloration that looks unsightly. I’ve witnessed this multiple times and can’t be easily misled by it; it’s just the usual issue with stickers.
