I've noticed consistently low CPU temperatures for a long time, but recently they've risen to 67-77°C even at low loads. The radiator is running at 40°C with fans on both sides, and the AIO pump speed is maxed out. Could the pump be struggling to keep up?

Your space has been feeling warmer lately. That’s likely since the temperature in your room stays around 67-77 degrees, which is still okay under normal conditions.

No variations in temperature readings. At zero load, temperatures remain at 25/27 but now stay at 47/52

You last applied the thermal paste a while ago, possibly drying out. Also, verify the mount. If you've recently accessed the system, a light tap on the block might break the seal around the CPU. It's better to reapply and remount before taking further steps.

Adjusted the paste yet temperatures remain between 75-85°C during 13% load.
