adjusted the voltage from 1.2 to 1.35 but it didn't make a difference

Your device typically handles faster RAM on 11th generation Intel chips, but is limited to 2933 on 10th generation processors. You can find the details on their website. Did you attempt to activate XMP in the motherboard BIOS? Adjusting the DRAM voltage alone won't ensure automatic adaptation to DDR4-3200. Instead, you must either: Activate XMP manually configure the DRAM frequency ratio, memory timings, and voltage.
