The frame rate remains unchanged regardless of adjustments to settings, even when reducing resolution. I suspect a CPU limitation if this happens. To resolve it, check your game settings and ensure they aren’t restricting performance.

I believe the problem might lie with the CPU. Even though you meet the requirements, they aren't always accurate. Keep an eye on GPU and CPU usage across all cores using Afterburner overlay. If any core reaches 90% or higher, it could suggest insufficient CPU performance. Usually, low frame rates at any setting point to a CPU bottleneck—otherwise lower settings would usually improve FPS.
