I attempted to lower the voltage as advised, but it still reaches 1.4V. In the BIOS there are numerous settings. I switched the CPU Core Voltage to "Override Mode" and set it to 1.27V. Is this correct or should I use "Offset Mode"? Also, what about the SOC voltage setting?

VCore needs to be adjusted properly. You can keep the SOC voltage at its default setting; it only matters if your system has integrated graphics. Override is another valid method, but if it fails, offset might be the cause. If override isn't functioning correctly, offset is likely the issue. I suggest restoring the BIOS to a previous version and retrying. This resolved the voltage problems on my setup.

I checked the side panel and placed a table fan nearby. The temperature dropped by about 5°C. It seems I’ll leave it like this. Now Idle is around 29°C and load is near 70°C. I’m puzzled why this CPU gets so hot. I start to think my Dark Rock 3 performs just as well as the stock cooler. I wish I hadn’t made that purchase.

Avoid reducing the voltage on the 3000 series chips; performance will decline. AMD confirms that 1.45V is acceptable for the 3600 during boost phases, not continuously at lower levels.
