I reduced the voltage and I’m still seeing similar outcomes, but at more extreme levels now. The minimum temperature reaches 51°C.

That’s the update they made in afterburner—it looks much worse than it really is, and those spikes are totally normal. Are yours the same? Did you swap out the thermal paste after this change? It’s essential because of air pockets or other issues. This is likely why you’re seeing higher temperatures now. Here, it’s completely normal; it fluctuates between 35 and 48°C constantly. That happens with a push/pull Noctua cooler—its peak temperature during C23 is 71°C, but only when under load (like running C23). It stops when it’s idle. If you haven’t changed it yet, replace the thermal paste.

No, definitely not. That's quite unusual. If you hadn't used the cooler and didn't refresh the paste, it would be a bit of an oversight.

You're right, it seems unrelated to typical temperature changes. Have you checked the latest BIOS and chipset drivers? Make sure Windows is up to date. If not, reset the CMOS, avoid altering anything except possibly XMP. Set the "Windows balanced powerplan" to minimum processor state at 85% and maximum at 100%. Full specifications would also be useful since this appears to be a system-wide issue, not just a CPU problem.

Memory is where I'd start checking if this kind of behavior happens. If you're using Corsair LPX, it can be pretty unpredictable.
