I was referring to the Crystal software. If I turned off the automatic updater, you'd likely have to manually update Windows from time to time.

1) Without Windows 10 Pro, disabling updates requires a registry workaround.
2) Shared updates appear in the settings but differ from the full Windows Update process.
3) Never turn off Windows Update.

The environment can be disabled. Updates will continue through the windows.

Started Windows Update Settings to disable it, but it’s already updating! The 2018-08 Cumulative Update for Windows 10 is in progress on x64 systems (KB4343909). Status shows initializing. This matches the lag spikes you’re seeing.

It seems related to Windows 10 Update KB4343909. The update couldn't install because the PC was off when it tried, but I restarted the service and now manually downloaded the update. Fingers crossed it works!
