The router is a Huawei HG8245Q2 and it functions properly. Connecting my PC directly to the router achieves Gigabit speeds, after confirming all cables and the switch operate at that level.

You might consider adjusting your PC's NIC to auto-negotiate at 1Gbps Full Duplex for testing purposes, but I strongly advise against making it your permanent setting.
