Confirming the experience. Playing in front of a large TV changed things. Even though I was running at around 30 frames per second with modded Skyrim on an old Samung series 7 PC, it felt smoother on a bigger screen than my smaller 120Hz monitor. Both used m+kb.

Optimized games such as ACU struggle with steady 60fps performance. My 4790k runs at around 90% CPU usage, which isn't unusual. I have two HDMI ports and connect both my PS4 and PC through them. Switching between the two devices gives noticeable differences, even at 30fps. I believe my PC is running smoothly at 30fps without any frame drops. The slight 3-4 fps drop on my monitor is normal for a typical display; it doesn’t indicate a hardware issue. My monitor uses G-Sync and IPS technology, but the older model I own is only nine months old and comes with a high price tag.
