Exotic cooling mainly addresses temperature control, not voltage. Could you share your average operating temperatures under load and describe your cooling setup? The details about clock speed and voltage seem relevant.

On a custom loop featuring a 360mm rad it reaches its peak of 67c without AVX support, and 73 when using AVX.

I ran all cores at 5GHz using 1.27V. I didn’t attempt to reduce the frequency further. The system stalls around the low 30s and remains steady with a Noctua NH-D15, staying consistent since February of last year.
