Your system is set up with a strong i7 processor and ample RAM, but the boot issue suggests a deeper problem. Check the BIOS settings for any errors or mismatches, ensure all connections are secure, and verify that the RAM sticks are properly seated. If the problem persists after these steps, the hardware or firmware might need further troubleshooting.

they are 4x8gb memory modules... from what I see online, you might need to reduce the RAM speed. The 7000 series CPU can manage fast RAM, but a 3200 MHz might be too high for a dual-rank setup. You’ll likely need to reset the CMOS first before it works properly.

Reset the CMOS. Once cleared, adjust the DRAM voltage to 1.35, set VCC/SA to 1.1-0.2, then test at 3000 or lower frequency before increasing to 3200.

It seems you're facing issues with your PC not booting even after trying different voltage settings. Have you considered checking if the battery is properly seated or if there are any loose connections?

If it's unstable, you'll need to reset the CMOS. You might want to update the BIOS and see if it works. Also, test one stick at a time.

I attempted to download the latest mobile update from the ASRock website for Windows and installed it, but the device displayed a black screen instead.

You can review the options for updating the bios. As I mentioned, test it with one stick at a time.
