I don’t rely on frontier. When I moved into my apartment, Charter still showed during the rain for the initial installation. It usually took them about 5 to 10 minutes outside, and they used rain ponchos. Most of the time it was about running the cables inside, setting up the splitter, and getting everything ready without much fuss.
Hard to say. There is a thread over at DSLreports.com where a Charter Tech refused to install service because of mud. It really depends on how shit the tech is. Many providers use 3rd party contractors who can really be hit or miss.
When heavy rain was expected, they decided to postpone, which only happened once. During the latest tech visit (ONT upgrade), there was light rain that interrupted part of the installation, but the technician arrived—though he was a bit late. The appointment was scheduled for 1–3 PM, and he showed up at 5:40 PM. I was surprised he stayed until 7:40 PM to complete the upgrade and verify everything.
