So I ran into this and was puzzled a bit and happy as well. Looks like the 10980XE on prime95 takes up less wattage then a 9900k in prime despite the 10 extra cores. Here is pic.

From the chart, I’d estimate the 10980XE operates around 2 GHz.

This refers to system power, not just CPU power. A 9700K does not consume 250W even when running at full capacity.
