So I've had this issue for a while now and to be fair I am running out of ideas. All games run on 60+ FPS, but the gameplay itself feels like it's 30 FPS, especially in smokey areas. Some games also have a lot of frametime spikes, it's unbearable.
My Specs are:
OS: Windows 11 Home 64-bit
CPU: Intel Core i5 10400 @ 2.90GHz (30-32°C Idle - 66-69°C while gaming)
RAM: 16.0GB Dual-Channel DDR4 @ 1330MHz (16-18-18-36) - XMP enabled
MOBO: ASUSTeK COMPUTER INC. PRIME H510M-K (LGA1200)
GPU: NVIDIA GeForce RTX 3060 12GB (42°C Idle - 67-69°C while gaming)
SSD: 465GB KINGSTON SNV2S500G

Examine system performance using Task Manager and Resource Monitor during gaming sessions. Test in and out of smoky environments to detect any variation in speed.
Utilize both tools simultaneously but focus on one at a time.
The goal is to identify a possible system adjustment linked to the reduced gameplay experience.
Ralston18 shared their thoughts on particular games and the resolution they use. They also mentioned the PSU. It seems the problem might be linked to your GPU and CPU, which aren't very powerful. Playing the newest titles at 1440p with ultra settings often leads to lower FPS. You mentioned you've experienced this issue before—when did it begin? Did you make any changes such as a driver update?
The PSU is a Zeus Zus-700 (700W), brand new and only a month old, along with the other PC components. Hitman 2016, Skyrim, Metro 2033, and Last Light are all experiencing stuttering issues. Some games perform better than others; God of War works fine, though not flawless, but it's playable. Shadow of War also functions. These are the titles I've tested most. No strange behavior was found in the Task Manager. The monitor is a PRO MP243 and runs at 75hz.
I play all my games in 1080P with high settings, but I never increase Ultra even though I could push most titles. I also tried older games like Resident Evil 5 and 6, which still run around 120 FPS, but they seem stuck at 30.
EDIT: The problem was on my previous PC too, which is why I upgraded to a new one. I changed everything—cables, router, etc.—but nothing fixed it.
For your reference, try running Malwarebytes AntiMalware. It might indicate a software problem.
