I purchased an i5 9600k in May and have been dealing with a hot core ever since. I don’t know how to directly fix it right now. My motherboard is an ASRock Z390 Pro4. The Open Hardware Monitor shows a few minutes of idle time after rebooting.

Ensure identical outcomes with HWInfo64; check your CPU paste application. Reapply the CPU if needed.

This large temperature variation suggests a problem beyond thermal paste application on the IHS—it could be poor solder connection between IHS and die or a faulty sensor. Send the chip back for repair.

I fixed it initially when the problem started; I've been using the PC since May, so I'm not sure about an RMA. And HWinfo64 seems to display them all at comparable temperatures, thanks @SpookyCitrus.
