Frame rate drops below 60 immediately noticeable, resulting in stuttering at 59-58 FPS which negatively impacts gameplay. System specifications: i7 9700k, GTX 1070, 16 GB RAM, SSD, 60Hz DVI monitor. Nvidia Inspector used to limit FPS to 60, no VSync. Monitoring during a frame rate drop from 60 to 59 revealed GPU temperature of 60°C at 60% usage and CPU temperature of 40°C at 40% usage. This issue occurs across multiple games including Deus Ex Mankind Divided, Metro Exodus, Dishonored 2, Mirror's Edge Catalyst, and Darksiders 3. The microstuttering is distracting and prevents focused gameplay. A test in Metro Exodus revealed a consistent drop to 59 or 58 FPS every two minutes.

Use Display Driver Uninstaller (DDU) to completely remove the GPU drivers, then install the newest driver version.

Use the Latency Monitor tool to check for other misbehaving drivers. Does the stuttering occur only in games or in streaming video playback as well? I have previously identified problematic drivers from network to USB devices using this tool.

Only in games, as I’ve observed. Latency Monitor showed no issues.

Has it ever worked smoothly without stuttering? If so, you may need to revert to an earlier video driver to restore smooth performance.

The issue persists despite installing the newest driver and attempting an older version.
