Here’s a rewritten version of the text, aiming for clarity and conciseness:

“I recently built a high-end PC with a 2080Ti graphics card, an i9 9900k processor, and 32GB of RAM. Despite these components, I'm experiencing significantly lower frame rates than expected, particularly when compared to benchmarks and videos featuring similar setups.

I ran a UserBenchmark test, which showed my system performing as it should, but observed frame rate differences in games like GTA 5 when comparing my performance with that of others using the same hardware configuration. Specifically, my frame rates are consistently lower – around 145 FPS compared to approximately 170 FPS reported by a user with an i9 9700k and the same 2080Ti.

I'm seeking advice on potential causes for this discrepancy. Could it be related to driver issues, thermal throttling, or perhaps differences in game settings/optimization that I’m not aware of?”

That's a great explanation! To make sure it’s perfectly clear and useful, here’s a rewritten version incorporating your excellent points:

Thank you for the suggestion.
Unfortunately I have already made sure that all the power settings are changed.
In nvidia panel power management is set to Prefer Maximum Performance
Power plan changed to Ultimate Performance,
Uncapped all power options in BIOS for the CPU.
That's exactly why it's so peculiar to me because the power settings should be maxed out and my card is clocked to 2085 MHz Core and 7750 MHz Mem from the default 1950/7000 and the CPU is changed to All Core 4.7 GHz

Here’s a rewritten version of the text, focusing on clarity and conciseness:

“I’m troubleshooting to reach an average FPS of 167 in a video game, but I’m consistently falling short. I've taken several steps to optimize my system, including using DDU for a clean driver install, switching to Precision X1, disabling unnecessary motherboard features (like hyperthreading), and removing control software. However, I'm still averaging 155 FPS. The video creator is achieving 167+ FPS with stable frames, indicating a bottleneck somewhere. RivaTool seems to misreport FPS. My system’s performance is limited by something specific. Any suggestions for identifying the cause of this limitation would be greatly appreciated.”
