Your eyeballs are pointing to a performance issue. The setup is causing bottlenecks because the resolution you're using is too high for your monitor and GPU. The 4090 display is underutilized since you're loading a relatively low-resolution game. Turning off DLSS might help, or upgrading your monitor would be better. A faster CPU could also assist, but it won't solve the core problem at that resolution.

I turned off upscaling and restored the default monitor resolution. I’m aiming for 250 FPS, but Overwatch 2 runs smoothly at 600 FPS. Still puzzled as to why the CPU seems to limit performance at 190 FPS.

Theoretically there shouldn't be a CPU strong enough to fully utilize that card, but it can still happen. The default monitor resolution setting is probably the right one. Try disabling the Nvidia overlay, resetting the game settings (especially if it's Warzone), and rerunning the test. Right now we're certain your CPU is limiting performance, though it could improve with higher or default configurations—make sure DLSS is turned off. It seems like you're getting what you expect from a 3070 (up to 190fps), which suggests something might be off.

This display offers 1080p resolution. Fun fact, the standards come from MW2, though I'm trying to satisfy my friend's request to play this game. A 4K check without any upscaling was done, and it gave nearly identical outcomes with slightly higher GPU load.

You can boost performance by adjusting tFAW, tRRDS and tRRDL manually in your memory controller. tFAW = 16 tRRDS = 4 tRRDL = 4 (use 6 if Dual Rank sticks are available). This typically adds around 5% speed depending on other settings. A newer CPU with DDR5 will help, but the gain comes at a high cost.

It looked pretty much the same as before, just maybe with some optimization changes. I still believe you could improve performance a bit by adjusting certain settings. The game's configuration seems really confusing, and it's possible they'll address CPU usage later, but we can't say for sure.
