The information displayed in the Task Manager’s Processes section should not be relied upon. Focus instead on the Details tab for accurate CPU data. The Windows utilization figures listed there are irrelevant. The 9700K model runs at a base frequency of 3.60 GHz. https://ark.intel.com/content/www/us/en/...0-ghz.html When the CPU operates at 4600 MHz, Windows adjusts its reported usage. If the actual usage reaches 75%, the utilization will be calculated as a percentage of that speed relative to the base frequency. On Intel processors with significant turbo boost, the Processes tab often fails to provide useful insights. For instance, with a 10875H model, low base frequencies mean high turbo usage. If eight threads are fully engaged on a CPU offering sixteen threads, the reported usage typically lands around 50% plus an additional 1% for background processes. ThrottleStop accurately reflects these values. The 51% utilization figure is misleading and does not convey meaningful performance details.

Intel CPUs are built to operate stably up to 100°C. This is why Intel has established a thermal throttling threshold at 100°C for most Core i CPUs they've released over the past decade or more. When temperatures rise too high, the CPU will reduce its performance to prevent lasting harm. Many users are concerned about CPU heat levels even though the chips can manage their own temperature. For optimal frame rates, enable the Windows High Performance power plan so your CPU runs efficiently and steadily. If this option isn't visible in Power Settings, run a command prompt and type this command: powercfg /s SCHEME_MIN

The Windows High Performance plan works well enough. Ultimate Performance is acceptable as well, though it won't speed up your CPU. Still, it looks impressive.
