I've just installed the GTA 5 update from Epic and I'm seeing low frame rates in the top settings, especially in the menu. The maximum FPS doesn't exceed 105, and CPU and GPU usage stays under 45%. My system includes a Ryzen 2700X, an RTX 2080 Ti, a Micron 1100 2TB SSD, and 16GB of DDR4 memory at 3200MHz CL16 on a 1440p 144Hz display.

I don't recall the precise setup, but Windows had problems with fullscreen on certain systems. I faced a similar problem with Far Cry 5; the best fix was using borderless mode. Try launching the game in borderless or windowed mode to check if the issue continues.

It seems I missed Advanced Graphics, so I re-ran the test with all advanced settings enabled except Frame Scaling Mode. Now the outcomes match yours, and the 2080 Ti functions smoothly across all resolutions. Interestingly, the game feels more stable at higher settings, though I didn’t really feel a noticeable difference between Ultra without advanced and Ultra with it.

The EVGA XC typically operates around 1965mhz in current games, but it can't exceed that due to thermal constraints. To boost GPU performance, I usually increase the fans, though they produce a bothersome noise. The overclock settings are +800 for VRAM, +117 for clock speed, and 130% for power limits. I tested the system at 1440p with full overclock and then with continuous GPU overclock while keeping the CPU at 5ghz across all cores. The XC reached 2115mhz in open areas and dropped to 2085mhz in crowded scenes. This was the highest frequency observed during testing, but it wasn't sufficient to surpass the CPU's overclock. Many older titles seem to favor CPU speed over GPU power even at 1440p. The only modern title that behaves similarly is Assassin's Creed Odyssey, which runs smoothly at 100fps in 1440p and offers a better experience than 4K at 60fps.
