High CPU activity on Intel Core i7 9700K processor
It seems you're likely out of options because your chip doesn't support hyper-threading, according to @gloop. You might have missed a chance to choose a more powerful AMD processor for better results.
but doesn't the 9700k performn better in almost all games than most ryzen chip, and about the same or faster than the 9900k? hyperthreading doesn't seem to add much to games. check clock speeds to see if not thermal throttling or doing some weird issue. I think the cpu is fine, and there is some weird issue. Id try a reinstall next.
Modern benchmarks matter more than clock rates. Focus on IPC values instead. Consider updating GPU drivers and avoid installing GeForce Experience.
the configurations of your friends you mention differ significantly, especially regarding hyperthreading capabilities. Still, if you're worried, you can perform a process dump on high CPU users during gameplay and send it for review. Use the MS tool here: https://docs.microsoft.com/en-us/sysinte...s/procdump This might help, though it may not provide the full solution.
I'm concerned that thermal throttling or similar issues might be restricting the clocks to significantly lower than expected. Let's verify if the clocks are slightly higher than the base value.
Open the file after launching Valorant. You can run Procdump 64 directly from within the game to view its contents.
It's possible they've established a maximum frame rate limit that you haven't considered.
