High CPU activity on Intel Core i7 9700K processor

I've just assembled my new computer and here are the components: processor – Intel Core i7 9700K (3.60GHz base, 4.90GHz turbo, 12MB, LGA1151, 8 cores, 94W full unlocked), cooler – Be Quiet! Shadow Rock 3 CPU cooler, RAM – Cosair Vengeance LPX 16GB DDR4 3200MHz, graphics – EVGA GeForce RTX 2070 Super KO Gaming 8GB GDDR6 14000MHz, motherboard – MSI Z390-A Pro MB PSU, power supply – SilverStone 650W strider gold S power supply, storage – Crucial P1 1TB NVMe M.2 PCIe 3D NAND SSD (CT1000P1SSD8), hard drive not used, idle CPU load is 5-10% with temperature around 40°C, gaming loads push it to 70-100% and stays high, including Halo Master Chief collection, Saints Row IV, Valorant, League of Legends at 60% and 15% respectively. Friends with similar builds (same CPU, 10th gen RTX 2070 Super, 32GB RAM) run Valorant at 15% CPU and Halo around 20%. I've updated the BIOS, drivers, and Windows to version 2004 (works on both 1909 and 2004). GPU usage is generally under 20% in most titles. Any suggestions?

Update your graphics drivers and run a complete reinstall. Are you reviewing CPU activity in Task Manager and selecting the highest CPU utilization?

It's typical for a game to maximize resource usage. Hyperthreading only slightly affects performance.

I've been tracking the CPU activity via Task Manager and Xbox Game Bar. Both indicate full utilization, with the current game also showing maximum usage.

Avoid Hyperthreading issues. Skip using the Game Bar or Task Manager to check resource usage. Use HWInfo64 instead.
