yeah, this happens easily actually... basically when we go by gens you bought one of the strongest gpus and well one of weakest cpus... ¯\_(ツ)_/¯ at another time this might have worked out (tho not really) but the 3080 is really so strong it simply needs a pretty beefy cpu, hence from that generation a 10700k minimum I'd say. whenever you hear someone say this... you know its a cpu bottleneck, always. because if its a gpu bottleneck you can always just lower settings, that doesn't really work with a cpu bottleneck... In theory if you play at higher resolutions you could shift load from cpu to gpu, but frankly i think your cpu would be still too weak, but a 1440p monitor couldn't hurt either way... tbh. a 4k monitor you have the issue that some games won't perform well, even with a 3080 (4k monitor is basically shooting yourself in the foot no matter what lol) just focus on a better cpu and maybe update the monitor later (if at all) imo.

The issue might be linked to your CPU graphics setup. Even with no frame drops elsewhere, the combination could still affect performance.

I believe Windows 11 could be the cause. I'm running a red system with a 5900x, 32GB RAM, and a 3600MHz processor, paired with a 6800XT. We're experiencing the same problem—just one or two cores spike during frame rate crashes, dropping briefly to around 60fps before returning. No settings seem to help. I'm on a 1440p display capped at 120fps, with GPU usage hovering between 85-90% when the CPU spikes. There have also been several loading issues, where it takes a long time to load a match and I end up quitting after the bus launches or even in the game. It only happens for the first match I load, then it works fine. However, when loading freezes completely, the CPU spikes to 100% on one or two cores as well. After switching from a 5600X to Windows 11, the issue persists, so I'm pretty sure it's a game or Windows conflict. Would you have similar loading problems, or have you resolved the frame drops?

The problem has actually worsened. I plan to upgrade my CPU and power supply for Christmas to check if it resolves the issue.

Turn off TPM and check if it resolves the problem (just to confirm this issue isn't linked to the O's problem)

It seems the problem isn’t due to a CPU limitation since you're using an i9 10900k, but the issue persists. Could there be another factor at play?

If the CPU was near 100%, it suggests a bottleneck, and hitting that percentage confirms it's still constrained.

When it lags, it stabilizes at 100% for a brief moment before returning to around 70%-80%. An i9 shouldn't be pegging, right? Now it becomes unstable whether it's pegging or not, which suggests a connection issue.

Technically, it's still a CPU bottleneck, but with this model it doesn't really fit. If you're experiencing this: minimal setup, reset CMOS, one hard drive, two RAM sticks in dual channel, CPU, GPU, a few fans, Windows 10 fresh install, chipset drivers, Steam, a couple of games, afterburner and hwinfo64 for monitoring—no extra software or similar. Just start observing what's happening.
