I wouldn't have imagined it was power limits on a desktop. Temperatures stay under 80°C during games. I'm going to test it out right away and observe the results.

Open the BIOS and adjust the turbo power settings if they’re available and not restricted. The 9700F supports a 65W TDP. https://ark.intel.com/content/www/us/en/...0-ghz.html By default, it limits power usage to 65W, which matches its behavior. If you can’t locate the BIOS controls, share a photo of the TPL window in ThrottleStop. PL1 and PL2 are the two limits that should be raised as long as they remain unlocked. A screenshot clarifies everything.
