I have an amd a4 3300 @2.5 and a gtx 1070. If I overclock the cpu can i reduce the "bottlenecking"/bottleneck?

There’s nothing on your system that won’t cause the 1070 to struggle much. I suggest upgrading to a new CPU such as a Ryzen 1600/2600, an i5 8400 or better. This would also require new RAM and a new motherboard.
