I have an amd a4 3300 @2.5 and a gtx 1070. If I overclock the cpu can i reduce the "bottlenecking"/bottleneck?

Not really. Your GPU is far beyond what the CPU can handle. It would make more sense to upgrade to a modern quad-core processor. That would require a new motherboard and additional RAM. The best option with an A4 3300 might be swapping it for an Athlon K quad-core, which would be relatively affordable and maximize your current setup.

There’s nothing on your system that won’t cause the 1070 to struggle much. I suggest upgrading to a new CPU such as a Ryzen 1600/2600, an i5 8400 or better. This would also require new RAM and a new motherboard.

This upgrade moves from a 2.5GHz to a 3.7GHz frequency, and the significant improvement in Lcache will greatly enhance performance. The 860k model can also be overclocked, allowing you to optimize the bottleneck as much as your motherboard and CPU cooler support permits on the FM2+ platform.
