It depends on the components you choose. If it's a Ryzen 3000 series, you can use a 5600 chipset later if it becomes available or prices fall. However, rumors suggest the 5000 series is likely to be the last for AM4, meaning no upgrade option there. For future models, you'll probably need new motherboards, at least according to reports. So, in the short term, yes; long term, no.
