I just upgraded my motherboard, CPU, and RAM. It was my first time doing this, so I just installed everything and started the PC. Now gaming is getting choppy. Did I make a mistake? Could it be a bottleneck? Right now I have a Ryzen 7 3700X, an Nvidia RTX 2060, and a Corsair Vengeance RGB 32GB.

I was enjoying a game called Neverwinter, which isn't too intense. After switching tabs, my CPU dropped from 90% to 14%.

It seems the CPU temperatures aren't showing up in Afterburner, and your fan isn't increasing speed either.

Place the RAM in slots 2 and 4. Activate XMP support. Install the latest chipset and graphics drivers.

GPS operates around 60 degrees Celsius during operation under stress. That’s the reading I received.
