The main problem seems to be the absence of a graphics card. Even for Vice City, your computer doesn’t meet the suggested requirements, which explains the lag.

Which version of Vice City is it—2003 or the latest definitive? The definitive version from 2003 works fine, but the newer release is recommended. Keep an eye on the temperatures; if it hasn’t been maintained properly, it could overheat significantly.

I believe Vice City would work well. I tested San Andres on an HD 4000, likely due to limited RAM and Windows consuming resources. You might need to tweak settings or try Linux for better performance.
