It doesn't work that way. A DDoS attack doesn't "overcome" a firewall. The goal is to restrict the data flow.

Certainly yes. With a limited connection like 100Mbps, even if someone is flooding you with 100Mbps traffic, it doesn’t matter where it ends up—whether it reaches your router or modem—it’s still draining your bandwidth. All the data continues to use the available speed, no matter the destination.
