It doesn't stop a DDoS attack; the data still reaches OP's modem or router, using every available bandwidth, regardless of whether it's sent to the local network.

Share your IP address, turn off your modem. It seems your IP should reappear in the network. Wait a while, then plug it back in and renew your IP. Contact your ISP to ensure they cleared your MAC address if you receive the same one.

Assess your expectations for companionship. If a situation arises where your "friend" is involved in wrongdoing, consider contacting authorities. A real police call could be filed if necessary. Temporarily block the IP through a firewall if required. Switch to a new IP address as needed.

Confirm if he’s targeting you with a DDOS attack.
Determine the nature of the attack—whether it’s bandwidth exhaustion or another method.
Find out how his actions reached your IP address.

1st: It's hard to think of someone you'd call after they attacked you online.
2nd: You might have used a free VPN service—though it's not reliable, at least it's better than nothing until you get a proper one.

Unless their terms explicitly say otherwise, you likely have limited choices—unless their policy clearly prohibits it. If it’s the latter, alert their ISP. That’s a full breach of rules and will result in immediate action against their service.

DDos is against the law as defined by the cyber crimes act. Everyone should report it, and every police department globally will need a cyber unit.

Many concerns here... How did this individual become your 'friend'? Why is he targeting you? Are you aware that his actions are considered illegal in most areas? Have you asked him to cease? Is he deliberately harmful or does he believe we're just joking around? I’d really reassess this relationship and keep a record of everything.
