If you're not good at this kind of stuff, then go get a repair shop nearby and let them handle it for about 20 pounds or euros.

So, your RAM is working at its normal speed. Even though it says 1600mhz, that actually equals 3200mhz because of how data doubles up. Can you run Cinebench R23 while also running HWInfo and watch the clock speeds? If it sounds like your CPU is slowing down too much, download THrottlestop. Use its built-in benchmark tool. Next to it, open the limits panel. This will tell you if your CPU is getting hot. If any red lights turn off for PL1 or PL2 (or ED or other modes), that means your CPU is throttling.
If you're feeling slow because of heat, just wipe it down with some cleaning fluid and apply a little new thermal paste instead of trying to hack your voltage settings.
