We were supposed to play a tournament together. He was adjusting the settings and then removed his previous NVIDIA driver for his older graphics card, which now uses AMD. As a result, none of the games are launching. Any advice would be appreciated!

Check if the AMD drivers are present. Regarding "not open," it means no functionality appears when you try to launch or use the shortcut, or when opening Steam, indicating a missing or inactive driver.
