When not connected to a motherboard header, it's likely they're not being managed via PWM.

I'm guessing you're asking about NZXT fans and their CAM software. Could you clarify where they were installed—on a fan hub or directly on the motherboard? Also, try using CAM's "detect new hardware" feature; it might assist further.
