Overwatch is quite problematic for a stable release. Turning off vSync, using Borderless with a windowed setup, disabling FPS caps, and removing antivirus and RGB tools might help. What system software are you using to view stats? It seems quite appealing. Additionally, why is your operating system running on a 2TB HDD instead of your 860 Evo? Also, you should focus on improving the RAM timings—this is one of the poorest DDR4 configurations I've encountered.

There must be another serious issue with your system. It seems like the framerate was accidentally set to a wrong number, perhaps due to some mistake. Even with a powerful setup like an RTX 2070 and a high-end GPU, achieving around 30 FPS on a GTX 1080 Ti isn't feasible given the CPU limitations.
