Here are some recommendations for your setup:
AMD Ryzen 7 2700 CPU, Asus Prime X470 motherboard, Radeon Rx570 graphics card, Corsair CX450M power supply (ATX), 4x4GB RAM (DDR4), Corsair liquid cooler.
You're considering overclocking but want to avoid overheating.

Don't you need a 2700x to OC?

AMD Ryzen 7 2700 Review: The Non-X Factor AMD's Ryzen 7 2700 sports the same eight-core, 16-thread architecture as the company's more expensive Ryzen 7 2700X. But this is one of those rare situations when we think it's worth paying extra for the higher-end model

Check the online guides (
don't copy settings from a YT video, each chip is unique!
).
https://www.tweaktown.com/guides/8703/ry...index.html
The standard cooler works fine but you might benefit from an upgrade.
Nope.

They managed to achieve a consistent 4.2ghz at 2700 with a voltage of 1.4187V.

Download Prime95 and CoreTemp. Prime95 puts full demand on your CPU while CoreTemp lets you monitor its temperature. I’d aim for 4.2Ghz but probably not for continuous use since the boost clock is impressive. Adjust the voltage in BIOS, tweak frequency, and test with Prime95. Begin with the higher setting and lower it as needed—watching the crashes will help find the optimal voltage. Good luck!

Yes, a 4.0GHz and higher would likely necessitate increasing fan speed and possibly voltage for fans.
