PC specifications include a Ryzen 5 7600x, Gigabyte OC 4090 MSI, B650 tomahawk WiFi motherboard, Corsair 1000W PSU, Corsair Vengeance 32GB 5600Hz RAM, Corsair H150i Elite LCD, WD 1TB storage. The current issue is poor performance compared to similar systems, with noticeable jittering, low FPS around 1%, and underutilized CPU and GPU without thermal throttling. Efforts made so far involve driver updates, game reinstalls, clean boot, cable placement checks, Nvidia tweaks, and a fresh Windows install due to data concerns. I’m struggling to resolve this and need advice.

I’d start by updating the BIOS first. When you tried to update a BIOS before, it usually just involved a simple process. The next step is reinstalling Windows completely. You’ll need to back up all your important data to OneDrive or a similar service. A fresh Windows install is essential because it eliminates any software or driver problems.

you NEED to update the BIOS... u can't really brick the mobo either... even then its warranty case. i have no clue how to update BIOS other then usb stick... follow the instructions... rename the files if nothing works (it never works on first try lol) and ive always managed somehow. just make sure it's actually the RIGHT BIOS

Yeah, not really into it... just stuck with the same setup from 2017 after tons of hardware tweaks... you just need chipset drivers, DDU BIOS updates, GPU drivers, and sometimes network stuff.

I managed to refresh the bios, but the problem persisted. I recently replaced the CPU cooler over the weekend, and it seemed to be functioning properly before. (I had similar concerns earlier, but the display port was in the motherboard, not the GPU). Could power issues be the cause? I’m still unsure how to resolve this.
