Yes, you can reinstall Windows by making a bootable USB or DVD and installing it again.

I attempted that as well, but I don’t have the license key and I’m uncertain about doing it without it.

You don't have to provide any information. The code is linked to your mobile device. Avoid entering it, and you should be okay. Use your MS account to save the key.

Remove the SATA drive and connect another PC to execute a "clean" operation using DiskPart. Follow the instructions provided by @dexxterlab97.

It should work fine. I've previously reinstalled Windows 10 cleanly. Be sure to log in with an MS account so your credentials are stored.
