You can try resetting the PC using built-in tools or recovery options available on the machine itself, even without a USB drive.

Looks like you're facing some challenges right now. Without a DVD or a bootable USB, the options seem limited. You might need to revert your CPU and RAM settings to rebuild a bootable drive, unless someone else has the same Windows version installed. Also worth noting is that in the US, it's late evening and many shops selling these items are closed or preparing to close. Updated June 9, 2022 by An0maly_76

I'm using a 3080 Ti with an Intel Core i9 12900K, 6000MHz RAM, and two M.2 drives. It's a single PC with no option to install Windows via USB.

I'm based in the US and understand the situation. It's not necessary to have the system up right now. Revert the old hardware setup and let Windows try to create the installation media. If that fails, you can get a friend's laptop or another device to handle it.
