A more suitable game would be something like Overwatch, where competitive CS:GO matches usually follow a best-of-30 format, making them longer than 30 minutes. This means the first 16 rounds are for wins or draws, and you’d need half that number of rounds to keep games within the time limit. You could reduce the total rounds required. This Steam post might clarify the setup details, but it’s better to do a bit more research. If your computers have internet, you can set up a lobby, choose Competitive mode, and ensure everyone selects the right team—11th player should pick 'Spectator'. You won’t get the same low latency as LAN, but it might be acceptable.

If you're running a CS:GO tournament, make sure participants finish the entire game. If you want alternatives, consider what @Rupe recommended—something else might work better. Regarding the setup, it doesn't seem overly complicated. Just search for instructions on setting up a LAN server, and you'll have plenty of resources to help.

Give them a short while. The issue is the mods will block your thread if you post twice in a row. I mentioned the other person and shared your message without formatting. If it looks different on your screen, it might be due to the dark theme.

Completing 15-20 rounds would definitely work, though it might feel a bit strange or silly, especially in CS:GO.

I disagree with the original suggestion. A possible solution could be a short match during overtime for qualification, followed by a full match for the semi-finals and final.
