It was originally a 450 watt power supply, but that doesn't reflect its current condition.

It was an 180W power supply unit when it arrived, providing full capacity on the 12V rail. This alone isn't enough to consider the platform's age of over 30 years.

in theory if the psu is underpowered now the pc should run without gpu but that's not happening, so either the psu is totally bad or it failed other parts too

I just tried with the CPU removed and everything else installed and the pc didn't turn itself off.
Then i tried with the GPU removed and everything else installed and the pc looped without entering bios .
Moreover there is a 4 or 5 second delay [even when i hotwire pc ] between pressing the power button and the pc turning on [cpu fan spin]
