Hello, your friend just got a new PC with these specifications. It functions properly, but we’re not getting any post. The graphics light stays on, and the I7 13700KF RTX 4070 is working fine. We’ve tried a fresh motherboard, four different DDR4 modules, and tested the CPU and SSD at the store again. Still nothing boots… Please help! (I know some images have missing RGB but we didn’t connect them.)

I might install one stick of RAM, reinstall the CPU and restart the BIOS settings.

Yes, the motherboard comes with the CPU included by default.

Once you resolve the no-post problem, consider adjusting your airflow since there are now nine exhaust fans and none for intake.
