Well, there is your issue. The slower the preset, the more CPU demanding it is but the quality goes higher a bit. Using "slower" preset is just way too demanding for 1080p60, just stick to "very fast" or "faster" presets. And for the love of god, dont stream 1080p60 at 4500, thats not even good enough for 1080p30 or 720p60.
